The “Songun” policy – which simply means putting the military first - began in the 60’s, when Kim Il Sung and his son Kim Jong Il visited the” Liu Jing 105th tank division”. The day was later designated as the starting date of Songun leadership. In 1995 Kim Jong Il formally proposed to establish Songun into the National Programme by 2003. The original work shows a sailor in the North Korean Navy.
